Dear Bob: I don't know how long you have played this game but I am suprised that you expect PB values to be exact. They have never been represented to be anything than an approximation of value. A lot of PB value is comprised in "counter stats". PB is a guide, and when guides are used in real life, they can be a "moving target", as you put it. Life is not as analytical as you wish the concept of PB value to be; and a good game shouldn't be either.
