The park adjustment pushes all the PB values higher will the CAP remain at 106 or still try to reflect 125% of the average ?

I have no idea what the adjustment will do but I hope the Cap concept of 125% is adhered to, not just digging in at 106 which would now be a meaningless and arbitrary number.
