That's exactly what it was. Arizona was way over the cap and obviously wanted to get a younger player in exchange for several older players while reducing PB value. This is something you will see a lot of just prior to PB cap cutdowns this year and in the future. A somewhat different standard will have to be applied to allow the "overpaying" team which is over the cap at least get some value out of the players they can't keep.
