Cap is a factor.

For example... I would probably rank Matsui (PB value 4.730) somewhere between #12 and #15... and leaning to the bottom of that range.

But even if I did like him enough to pick him my CAP situation would suggest that I SHOULD NOT pick him in certain leagues... even if he falls to me with a late pick.

Baldelli is a similar problem (PB value 5.433) although I actually like him a little more... I consider the inability to draft him because of the CAP as a small handicap in a couple leagues.
