What Im reading is telling me that I need to be under this cap even after the rookie draft and prior to the FA draft? What a crock!! First I cant trade the picks for a player because it will put me over this cap, then I cant use the draft picks to pick players available to me. Whats the sense of having any picks to begin with? Anyone want a RK#1 pick for a "Did not play in 2003"?
