Remember that rookies have to reach 150 PA, 50 IP or 25 pitching appearances to be eligible for the RT monthly free agent draft. This rule allows us to use the rookies who are actually having an impact on the present season, while preserving the "September call-ups" for the next rookie draft. I believe the current format, where monthly drafts are run until a month before the RT season ends, gives teams a chance to fill needs (waiver system), while preserving most rookies for the rookie draft the following spring.
