Is policing ballpark changes the best way to use resources?
I see the point that changing ballparks every season is not realistic.
However, it seems like implementation of a scheme that limits the number of times you can shange parks would require either (1) programming resources that can be better utilized solving different problems or (2) administrative resources that can be better utilized dealing with other issues.
I think there are other aspects of purebaseball that are higher priorities than making ballpark selection more "realistic." Given the relative scarcity of resources I do not think modifying the way park changes are done should be a high priority item.
