I believe that major league teams can change the dimensions of their parks annually provided that they provide sufficient advance notice. Such changes include increases or decreases in foul territory, heights of fences, distances of fences from home plate, backgrounds, baseball humidifiers (humidors). MLB may have modified the time constrictions, so I am not positive on this (these).
