I agree in principle with Steve's comments. I'm against a system that makes it possible for the same six teams to get the first six picks in every FA draft. I think there needs to be a limiter such as a rule that precludes the same teams from being in the first six two drafts in a row. That way no team would be in the first six more than half the drafts, but the bottom half of teams would always be in the first six.
