I think that the new idea is a good one and hope that it will be implemented.
However, I thought that you should know that the present FA draft does not work as you have described it. You stated that any team that was selected in the first group(six picks) will not be selected in the first group in the next draft. Check out the draft order in 98RT2 and 99RT2.
In 98RT2 the Carbon Canyon Sailers had the 6th pick in the June draft and the 3rd pick in the July draft. In 99RT2 the Vineyard Vipers had the 3rd pick and the Burlington Legends had the 6th pick in both drafts. The Rochester Mustangs had the 2nd pick in June and the 3rd pick in July.
