As far as I've seen the only time a "flat" peformance card is used for a player is for pitchers batting or platoon players once they've used up their allotted platoon PA's, or batters who have less than 10 PA's LH or RH.

I think pitchers are always based on their stats even if they had very limited usage.

There are big differences among INN player performances.
