To try to be as fair as possible could it be
possible to take the bottom 12 teams and randomly
have them take the first 12 picks and than have
the top teams randomly get the next twelve.
This would just about prevent any team from
getting consecutive first round picks and
the best team could possibly get the 13th???choice.
