I'd be interested to hear how you might exploit the rules. Yes, losing games on purpose would assure high picks but as you got them, wouldn't they necessarily increase your PB value? Remember that only rookies who have received the necessary innings or plate appearances have been given those MLB appearances as a reward for playing or pitching well. No SIM-league I've ever seen didn't have managers willing to lose to get the brightest prospects--I view that as a legitimate rebuilding strategy---but with the PB value system those acquisitions will eventually doom the team to better play.
