I like the proposed in-season draft plan. However, I would like to suggest a change to the off-season free agency draft. We don't do much to recognize or reward success. Why don't we set the free agency draft in order of winning percentage with the World Series champion drafting first each round and the team with the worst record drafting LAST. This would mirror the economics of the game; teams that win have revenues available to attract the best free agents.
