I only one of thoe two cases has an agreeemnet between two differnent individuals been reached. In only one of those two cases does the individuals act have a potentially negative impact on another team.

Your word is your bond. It's supposed to mean something. There should be some repurcussion. If you make the case that repucussions should occur fro the other 'breach of sportsmanship' you see, I will be okay with that.
