As I read the rule change... no matter how high your PB value is... if you don't win games you're going to get a higher pick because the PB value doesn't kick in until after the teams are grouped by number of wins. That means I could have the highest PB value in the game and still be in the first group and pick 6th. I think that is infinately exploitable espesially early in the season when you want those high picks and still have time to make a run for a division title or wildcard spot.
