Sure... eventually a team may get so packed with talent that they will be "DOOMED to winning" but the whole point of making the rule change is to try and stop the rich from getting richer and to spread the wealth evenly throughout the league. This new system won't really do that... why not make the PB value the first test and keep the rule that disallows teams from getting into the first group month after month. You must also consider that you want to promote compitent managing. I think that the greater danger for the good of the game is the feeling that success dooms you to failure in the future. The current system may not spread the wealth as evenly as some would like but at least it still promotes winning. If you base all of the signifigant drafts on the number of wins... you still won't have an even distribution but in the meantime you loose the competitive nature of the league. I see a complete fracturization where some teams are going full tilt to win it all and others are in total rebuilding mode. I would rather see a league that has parity and this system will do nothing to achieve that end.
