In the seemingly endless stream of "solutions" to the RT draft dilema, I suggest the following:

1) Rookies are simply ineligible until the SPRING rookie draft, or they play a HALF season in terms of AB/IP.

2) The monthly waiver draft should be a weighted lottery. The weight would be carried by record and by PB value. The worse the record, the more "balls" in the lottery bin. Likewise with PB. Lower PB = more opportunity for picks. Add the 2 weights together. I think this punishes good teams (high PB) for losing, and keeps a reason for overachieving teams (low PB) to keep overachieving. It strikes a balance.
