Most important issue
This issue is a cancer on the game. Anybody who takes over a bad team can only improve that team by losing. Losing teams don't just get to pick first -- they do so every month. Anybody who picks as late as 6th or so in the montly drafts in ineligible for getting a decent younger player to build around. There is seriously no reason to expect a team can be rebuilt without losing badly first. And with the number of tanking teams, just a little effort can make the worst team in the league play at .500 - and thereby lose any chance at good players as they become eligible each month.
Pick order must be based on wins/PB or all prospects must be eligible in a deeper list at the start of the year. This has really grown old for me. If getting a bad team to play .500 is severely punished, where's the fun?
