The order is chosen by PB value along with record.

"The 6 teams in group one will be the teams with the lowest winning percentage as of the last TUESDAY of the month before the scheduled draft."

Then PB value is used to chose the #1 through #6 spots.

This means even if a team that is average(based on PB value) tanks its way to a poor record, it would still only get the #6 pick based on its PB value.

I don't want to hear about teams with 50 PB values tanking. The team is only going to win 45-55 games, no matter what.

If a team with 80 PB value is tanking, so what, they are only going to get the 6th pick.
