missing the point
Changing the incentive is the major issue. Yes, a team with a 76 team PB value will not get a top 3 pick. However, it is easy enough for that same team to drop ten PB points the day before the draft occurs. Trade your overrated high PB value players or simply make your draft cuts before the order is decided instead of afterwards. So what if you dump the SS that can't hit with the 5 PB value? So what if you play one series with 30 players on your active roster? You are more interested in adding a top rookie like Greinke or Youkilis than holding onto a bunch of veteran utility players that will only help you win more games. The bottom line is that that while the top rookies are available every month, it is in the best interest of non-contending teams to do whatever they can to position themselves for the top rookies.
