That when this all started, a good number of folks paid some amount to get the company of the ground and were given founder status that entitled them to an unlimitted number of teams. I am sure you have seen the folks with many, many teams. These include some of the best owners around. Also, without them, the leagues would have too many unmanaged teams. I do think it causes some problems though as it makes it easy for an owner to sacrifice the future for the present and then just dropping the team the next year and picking up a better one -- leaving the first team barren. I personally don't think people should be allowed to drop one team to pick up another.
It also could take away the urgency to compete quickly. Someone with mnay, many teams could find it easier just to leave a bad team alone to lose and get No. 1 picks every month for a season without obvious tanking. For example, the team I mentioned that does not carry enough pitchers to compete.
