Another option in terms of rookies in the draft would be to not have the minimum requirements for PAs and IPs - that way even if you are tanking, you still have to know who to pick without the benfit of major league performance, and can't decide to "time" your descent in the standings as you never know when a player might make an appearance...

You could then drop the start of season rookie draft, and place all players (even rookies who just started that season) could be in the start of season FA draft. Which makes the FA draft picks more valuable...
