The top rookies would not be there in the monthly drafts, they'd have been picked already.

My proposal is to allow only one protected rookie per team, so pretty much the top 20 prospects are taken out of the pool. There'd still be some high ceiling guys coming up, as well as guys who come up without hype. So maybe somebody could pick up a Webb, but high expections guys like Prior or Teixeira would not have been there mid-year as they were.
