I agree with Walt.
The real problem is that if you restrict rookies in some way, you penalize the teams that are rebuilding. So...legitemately poor teams have no chance to get top rookies.
I have never tanked, but there are a number of times when I've gotten a poor team back on track with talented rookies picked up during the season.
I don't think that many managers tank anyway.
