At the margin
I think the problem rests with the teams positioned in the 6-12 slots. Many of these teams could play .500+ ball or, just as easily, end up in the lottery depending on the decisions of the owner.
However, all the incentives for teams at the margin are to lose whether it be through intentional tanking, neglect, shedding too many pitchers, or whatever other strategy, especially when you can position yourself exactly in the draft. I'm sure lots of managers always to try to win, but some don't.
Regarding shedding PB, it makes sense and is not against the rules. However, owners keep bringing up Seattle as an example of a major league team shedding PB. Someone mentioned revenues and these major league comparisons are not as neatly analagous to PB as some have stated. The Tigers shouldn't be signing Pudge to a 4 year/$40 million contract. He'll be finished when their prospects reach prime age. If this team was playing purebaseball, they would be clearing out a locker for Greinke. However, you won't have enough money to sign the best player in the draft if you are the worst team and no one comes to the game.
Overall, I am probably overestimating the amount of tanking, but I have trouble being as optimistic in dismissing the problem as some. Hopefully, Ken's new game will be unveiled soon!
