I wouldn't accept it, but I don't think it's ridiculous. It certainly offers possibilities for negotiations, depending on your situation. You would be getting a lot of value.

Some guys send offers and expect counters, while some start about where they want to end up or accompany their offers with emails explaining there thinking.

I'd say, if you don't want to deal those guys, reject it, but I wouldn't feel insulted.
