...I checked. The three RTt leagues I'm in have the teams on an average pace to hit 190.1 Hrs, 186,7 HRs and 168 hrs. While in major league play this year the average was 181.7 per team .

I'm not saying your wrong, but those numbers don't jibe with your guestimate of a 5 to 15 % reduction of offensive numbers overall.
