In a case where the Division winners in the same Circuit have identical records, how is it determined which one will play the wild-card team with the worse record? I don't see that situation outlined in the manual, but I would have to assume the first tie-breaker would be the best road record, which would be consistent with other tie-breaker scenarios. I'm sure this has happened many times before, but I just don't recall the outcome.
