The time to gather momentum for expansion is during the period in late summer when no new leagues can be formed and LL managers take over exsisting teams. I intend to first fill the franchises without managers and then see If I can attract enough interest for new members in the 16 original 20-team leagues. That's going to be tough---and so will agreeing on an expansion format...but I will try.
