I think it's as simple as BF and recovery. If a pitcher has BF of 35 or higher and max revovery of 9 or more then I think he gets the Ace Starter designation. Presumably these are the best pitchers in the leagues but it also is a designation for the work horses. Someone may be able to add to this.
