What about allowing teams who forego the draft one month to move ahead of the others in the following month? Also, I think in real time 150 PA is too many to require a rookie to make, and while i think some players need to be reserved for the annual rookie draft, there are other ways to do it: One would be to place a 100-150 limit on drafts only from Sept on (something similar for pitchers).
