Would it be more fair if montly pick selections
were alternated first by division and than by
standings; reverse order, within the division.
That way the best team would at least be
guaranteed a pick no worst than fourth; at least
once every year(six months).
No team would be able to get more than one first
round pick. The worst team could get a first,
fith and ninth round pick and this should
improve that team considerably.
The new system seems to discourage over achievment
(good management).
I think it went especially bad in 99RT4 where
draft order was based on 15 games which I presume
is where all teams will be at next years first
monthly draft.
