As you said - no one reads this - fortunately probably.

I do think a surprising number of PB managers think the PB values are used in the game. I suspect some former APBA players relate it to the pitcher grades in APBA which were the whole deal when the boards were still used. Strat-o-matic and others also had grades or ratings.

The advent of the computer changed the need for that so now stats can be used directly. Trying to do all the adjustments using APBA boards would have required you to have hundreds of boards and jump from board to board to find out how a play ended.

I know the manual actually says that for defensive range the PB value is used, but obviously that is not true either - I've played guys with range 0.1 for several seasons who consistently had better range than a very good range SS. Assists/PO per inning look to be used. Glaus was great at SS for several years. A-Rod looks better.
