Assuming that the OPS posted for both pitchers was in a neutral park than Pitcher #1 looks like a better choice because he's going to have equally good stats against both types of hitters.

HOWEVER, If pitcher #2 achieved those numbers playing half of their games in Coors and pitcher #1 achieved those numbers playing half of their games in some place like LA then I would guess that the .587 LOPS from pitcher #2 (in Coors) is better than the .532 LOPS from pitcher #1 (in LA) and thus pitcher #2 is the better pitcher in both cases and worth of closing.

Other factors that may also have an impact that aren't mentioned include:

relative number or walks to strikeouts, OBP vs. SLG (a walk and a single hurts less than a homer), ground balls vs. fly balls (and how your team defense impacts each), whether the pitcher is left or right handed, and what the recovery rate is.
