Not sure I agree...

While I agree with the general idea, I actually think this hurts the mid-level starter types with the 180 Innings Pitched that a team needs to go every series as a fourth or fifth starter, as recovery rates keep you from using a stud pitcher with 230 Innings to the max anyway most of the time.

If 27 batters faced (3 days recovery at 9 recovery rate) is between 6 and 7 innings, then at best you could get 280 innings out a single pitcher (and that's with a WHIP of about 1) on 3 days rest - more likely 250 is the max. Same for a full 36 batters faced every 5 games - that's at best 288 IP - but really how often could it get that high? In other words, dropping from 115% to 110% probably doesn't impact them.

Conversely, a pitcher with 180 IP at 110% probably needs a spot starter to fill in a few times furing the year, but at 115% could make every start for about 6 innings.
