Traditional leagues should be a 100% usage only. Three years in a row I lost my division by a few games because the team ahead of me had Pedro Martinez and Schilling. Between those guys they got a dozen or so extra starts. Martinez was virtually unbeatable for a few years with his 9 plus rating. Out of those 3 years, I made the playoffs once as a wildcard. i just think its to much of an unfair advantage to teams lucky enough to have Randy or Pedro or any of the other top rated starters.
