Yes, some people put out trade offers to initiate trade "negotiation", but I prefer to E-mail someone. That way you get to know if the guy you are trying to trade for is worth what you have to offer or if there is no way to reach his requests. Maybe that's wrong on my part, but I just think it's more curtious doing it that way.
