(1) If we are dropping the pitchers innings below 110% then a corresponding drop in PA for hitters and SB/CS for baserunners should also be considered.

If the rule is applied uniformly to both pitchers and hitters I wouldn't object.

(2) I don't think this issue really affects the Randy Johnson's and Curt Schillings that pitch 250 innings as much as it affects the guys that throw less than about 220 innings. I've got Randy Johnson on one of my teams this year and I cannot imagine how I am going to find a way to use 115% of the innings, at best I think I'll get about 105-107%.
