Most of us need around 1,400 PLUS innings a year. around 450 innings come from our bullpen. I think it would hurt teams rebuilding to change the 115 % rule for this reason. That most teams rebuilding already have weak pitching, they would need to draft two more relief pitchers to make up for the innings. Two roster spots once used for prospects. Its safe to assume most teams rebuilding would continue to draft prospect not worry about fielding a competitive pitching staff if forced to make that choice thus effect league standings.
