To a large measure, some owners don't draft very well...especially in the late rounds when teams might have to put in a list 60 deep. Often you end up with too many of one position, and short on others. Using the drops effectively, sometimes helps, but I suspect people don't put enough time in to the draft list once you get past the first 20 picks or so. So teams end up short at a position.
