The return of "small ball"
If the steroid testing policy is truly enforced and if MLB doesn't then "juice" the ball to make up for the lack of "juiced" players, perhaps it will mark the return of the stolen base as an important weapon.

Can you imagine Lou Brock leading your team to a championship in this era of the HR? Even Ichiro doesn't seem to have the value of a power hitter in PB or MLB.
Maybe defense and stolen bases are the future hallmarks of a winning PB team.
