The PA useage reflects current use. The game will allow you to use your players at a greater than 110% rate early in the year. Gradually, the game ratchets down the allowed PA use towards 110%. I believe the first 40 games, there is no PA restrictions in force. If your player has a very high PA use now...he will need to be rested to get it back down sometime later in the season.
