It seems doubtful that we will reach a solution that will satisfy everyone. He is my suggestion:

1. Contract any RT league with four or more managerless teams to 20 teams. Let the remaining RT leagues remain at 24 teams.

2. In TRAD leagues allow managers to throw back their players into a pool that includes all players from unmanaged teams. Hold a special draft to restock those teams before the rookie draft. This allows TRAD managers who wish to keep their teams intact to do so.

3. Create ONE new RT league (RT-2006-1).

4. Create ONE new TRAD league (TRAD-2006-1)

5. Assess the need for further action/leagues at the completion of the 2006 PB season.
