This is in RT and the #1 rookie will likely be a very low 1st round so not much difference from a 2nd round.
The 124% usage is irrelevant as the team getting him is almost sure to make the playoffs, and for the playoffs he'll have all his usage available.
It's a good move to try for the crown this year. Figure if you keep your #1 & 3 rookie you have to cut someone else and with the monthly FA drafts in RT you can grab some really nice young prospects who you perhaps would prefer to a #1 or 3 rookie - so you really aren't giving up that much. You are going to need to cut someone to get to 27 next spring so figure you are trading for the 2 guys you otherwise would have cut in addition to a top reliever.
If you want to win it all and not just have a nice regular season record, this is a nice trade for both parties. That is the other side of this, it helps both teams. Trying to squeeze everything you can out of a trade when you are the front runner in your division trading with a last place team just isn't good for the league or PB.
