For a 2 recovery you are right
But what about a reliever with a recovery of 7 or 8 or a reliever with 22 BFA who only needs to recover to 10 BFA to start?
An 8 recovery reliever with a .75 boost in recovery can get back up to 10 BFA PDQ.
Am I missing something?
