Some Ideas
There is nothing in the manual that tells you how those kinds of PB stats are specifically calculated. If anyone knows I would also like to have that information.
Here are a some thoughts:
I'm not sure what the particuliars are with regard to the league you are in. This could be influential for a couple of reasons.
1) If you are in a perpetual, first year, late starting league; then you may also have a shortened PB schedule. That could account for the high USE value I think.
2) If you are in a real time league, remember that the game stats can be up to a week behind the (MLB)stats because they only update them in the game once a week.
Another possibility is that the usage is not calculated on the basis of IP/team's games played, but rather IP/player's games played. I doubt your pitcher has played 130 games.
Those are my ideas, but if anyone has the real answer I'd also be interested. In fact I would like it if PB would include the formulas for all the stats that are unique to PB in the manual. We all know the formulas for the traditional baseball stats, it would be nice to know the PB ones too.
