Using Joey's figures, 161 unmanaged teams in 37 leagues is off the charts. No wonder they get inconsistent attention.

My recommendation is simple.

1) Eliminate them all.
2) Take existing shrunk leagues and merge several together. It would be better to have 20 great leagues than 37 ok ones.
3) Allow each existing manager to freeze up to 10 players (or so) each and do a complete redraft of all remaining players.

Result:

1) Newly invigorated teams and rivalries
2) No unmanaged teams
3) Much more fun
