pitchers usage

In one of my series this week I played a team who is managed and thier piching staff is very undermanned. For instance, in game 1 the opposing pitcher was rated OVERUSED (app. 140 usage) and yet still started. Also he had the same starter slated to start games 3-5 (he was also rated OVERUSED but didn't start until game 5 when his usage went down to 119). I looked at his roster and he only has 12 pitchers total (10 active and 2 on the farm). The 2 pitchers on the farm were already rated as being WORNOUT and at least 2 pitchers on the active roster are OVERUSED with 1 being rated as WORNOUT.

I have 3 questions about this: 1) Isn't the game suppose to severly handicap a player if he's being used when he's rated as being OVERUSED or WORNOUT? 2) the team is supposed to be managed, but either the manager is a) ignorant of the usage, b) an inactive manager, or c) doesn't care, cannot the commissioner (or the league for that matter) question him about this and address this issue? and 3) cannot the commissioner step in and allot him INN pitchers so he can finish the season before every pitcher he has is completely WORNOUT (he is probably 60-70 innings short to complete the season before that happens).

I know this might sound petty to most of you, but it very discouraging when you try to follow the rules of the game and things like this are present. What really is a shame about it is the team is in the playoffs picture (currently 1 game out of 1st place in his division which he was leading until after our series)
